Mine Closure
Cultural Heritage and Mine Closure
Supporting culturally informed closure and rehabilitation
As Queensland energy and minerals industry evolves and diversifies, there are over 150 active Progressive Rehabilitation and Closure Plan's registered with the Queensland Mining Approvals Index. Mine closure is more than decommissioning infrastructure and rehabilitating disturbed land. It is an opportunity to consider how cultural heritage will be protected, how people will access and care for significant places, and what the post-mining landscape will become. In many cases, mines will already have commitments in place with local Traditional Owners to rehabilitate or return cultural heritage sites once rehabilitation begins. 4 Corners Heritage supports mining proponents, closure planners and rehabilitation teams to integrate cultural heritage protections into mine closure—from early planning and design through to demolition, rehabilitation and post-closure management.
We provide practical advice, reliable spatial data and clear management recommendations, working alongside Traditional Owners and project teams to support culturally informed outcomes.
Our mine closure services Heritage reviews and closure planning
We review existing heritage information, management plans and survey coverage against proposed closure activities to identify constraints, information gaps and priorities for further assessment.
Our support can include:
Cultural heritage due diligence and gap analysis.
Review of existing heritage commitments and management requirements.
Heritage risk assessment for proposed closure works.
Integration of heritage considerations into closure plans, schedules and budgets.
Heritage constraints mapping and design advice
We help closure teams understand where heritage values may influence demolition, earthworks, access arrangements and rehabilitation design.
Our services include:
Heritage site and constraints mapping.
Review of proposed disturbance footprints.
Advice on avoidance areas and site protection measures.
Spatial data and management recommendations for incorporation into project designs and work plans.
Public spatial datasets to share with community and Traditional Owners on current site locations and avoidance areas where appropriate
Traditional Owner engagement and technical support
We work within the appropriate Traditional Owner engagement arrangements to support the identification and management of cultural heritage values.
Our role is to help translate Traditional Owner priorities into practical planning and management measures while respecting cultural authority, knowledge ownership and information confidentiality.
This may include supporting discussions about significant places, cultural access, rehabilitation priorities and the ongoing care of Country.
Artefact repatriation and retention on Country
We work with Traditional Owners and mining proponents to support the culturally appropriate repatriation of artefacts collected during mining-related heritage works, with the aim of ensuring they are retained on Country in accordance with Traditional Owner wishes. This process is collaborative and led by the Traditional Owners for the site in implementing an integrated plan to protect and preserve their unique cultural heritage in a post-mine landscape. Our approach respects Traditional Owner cultural authority, protocols and knowledge, with arrangements tailored to their priorities and the circumstances of each collection.
Our support can include:
- Reviewing and auditing artefact collections, registers and associated site records.
- Supporting Traditional Owner-led decisions about the return, placement, storage and ongoing care of artefacts on Country.
- Developing repatriation plans that align with closure and rehabilitation activities.
- Coordinating artefact documentation, spatial records and handover arrangements.
- Incorporating agreed protection measures and ongoing responsibilities into post-closure heritage management plans.
Demolition and rehabilitation support
We assist project teams to manage heritage risks during closure works, including infrastructure removal, landform reshaping and associated ground disturbance.
Support can include:
Cultural heritage surveys and assessments.
Site-specific heritage management procedures.
Contractor inductions and heritage awareness training.
Heritage Risk Matrixes and audits to ensure seamless integration of heritage requirements and risk management into existing systems and processes.
Unexpected-find procedures.
Field monitoring and technical reporting, where required.
Historic mining heritage
Mining infrastructure and associated places may hold historical, archaeological or community significance. We assess these values to help inform decisions about retention, adaptive reuse, recording, interpretation or removal.
Our services include significance assessments, archival recording and practical conservation, community outreach and liaison with local historical societies and associations, long-term management and interpretation outcomes.
Post-closure heritage management
We help establish clear arrangements for the ongoing protection and management of heritage after closure works are complete.
This can include:
Heritage management and monitoring frameworks.
Recommendations for access and site protection.
Documentation of management responsibilities.
Heritage records and spatial-data handover.
Advice on interpretation and the management of sensitive cultural information.
Practical advice. Respectful collaboration. Clear outcomes.
Our approach connects heritage assessment with the practical requirements of mine closure. We work collaboratively with Traditional Owners, environmental specialists, engineers and demolition and rehabilitation teams to identify issues early and develop workable management measures.
Each scope is tailored to the site, proposed activities, applicable requirements and relevant agreements. We recognise that cultural heritage management is not only about protecting individual sites—it also involves understanding the relationships between people, places and the future landscape.
